How do I check a players gear and/or skill bar?

You ask them. If they're teamed with you, they can ctrl-click on their skill bar to send it to chat for you to look at while in an outpost. That's about it.

You can also ask them to ping their health, weapons, and energy. That often gives clues to runes and such.
